The preliminary environmental impact assessment result of this project is hereby disclosed according to the Law of the People's Republic of China on Evaluation of Environmental Effects and the Interim Measures for Public Participation in Environmental Impact Assessment, and the public can ask environmental impact assessment organization or construction company for the assessment materials and make comments and suggestions in the following ways for environmental impact assessment of this project.
I. Project Overview

(4) Project construction site: Phase III of Jintang Industrial Park, Shaowu, Nanping
(5) Project investment: Total investment of the project is RMB 271.7 million.
(6) Coverage area: It covers an area of 116.8 Mu and floor area of major buildings: 78,344.9 m²
(7) Expected construction period: 30 months
(8) Product scheme:
Cosunter Jintang Pharmaceutical Company is intends to 5 APIs, with the capacity of 60kg entecavir, 400kg adefovir dipivoxil, 1,000kg lamivudine, 55,000kg tenofovir disoproxil fumarate and 1,500kg tenofovir alafenamide furmarate every year and the total production capacity is 58t/year; and carry out R&D pilot tests for 7 pharmaceutical chemicals, including agomelatine, sofosbuvir, daclatasvir hydrochloride, obeticholic acid, tadalafil, sildenafil citrate and dronedarone hydrochloride.
(9) Project composition:
Project occupies a total area of 77,849.02m2 and consists of No.1 synthesis workshop, No.2 synthesis workshop, No.3 synthesis workshop, engineering building, complex warehouse, category A warehouse, tank farm, sewage treatment station, quality inspection building and dormitory for shift workers.
II. Potential impacts on environment and measures
1. Wastewater
Wastewater refers to the filtering wastewater, washing wastewater and extraction wastewater generated in production process of this proposed project, discharge water from the water-ring vacuum system and circulating cooling system, equipment cleaning water, floor cleaning water, wastewater generated in preparation of pure water and domestic sewage. After collected into workshop sewage collecting tanks and pH adjustment in the adjusting tank, wastewater generated in production process shall then be mixed with other production wastewater in the sewage treatment station for uniform treatment; domestic sewage shall be discharged into septic tank and then into sewage treatment station for uniform treatment. Water discharged from circulating cooling system and wastewater generated in preparation of pure water belongs to clean sewage and can be directly discharged though rainwater pipeline to the outside. When the wastewater purified in the factory sewage treatment station meets standards of Wujiatang Sewage Treatment Plant for incoming water, it shall be discharged to Wujiatang Sewage Treatment Plant in Jintang Industrial Park for further treatment. Thus, there is little impact on the nearby brook, Futunxi.
2. Exhaust gas
Controlled exhaust gases generated in the proposed project include non-condensable gas from reaction, non-condensable gas from solvent recovery and exhaust gas generated in extraction, filtration and vacuum drying and major pollution factors are organic solvents like methanol, dichloromethane, acetone, methylbenzene, DMF and VOCs used for all the processes. Extraction exhaust gas generated from all the retorts and dryers shall be water washed by water-ring vacuum system, then absorbed by activated carbon in No.2 synthesis workshop, No.2 synthesis workshop and No.3 synthesis workshop and finally emitted collectively through the workshop exhaust funnels.
Fugitive emissions mainly are volatile organic gas generated in the production process of workshops, big and small breather losses in the tank farm and odor of H2S and NH3 produced in the sewage treatment station. Main exhaust absorption pipe will be provided at the end of working process of each workshop to control the fugitive emissions at the source; exhaust absorption pipes are installed on the breathers in the tank farm and the exhaust gas can be discharged after purified in the exhaust gas treatment facilities in order to control the source in tank farm and fugitive exhaust gas; adjusting tank, sludge filter pressing and storage shall be covered.
3. Noise
Noises mainly include aerodynamic noise made by fans and pumps and mechanical noise made in operation of processing equipment. In order to prevent noise pollution due to equipment operation, equipment noise control requirements are made for the manufacturers and low-noise equipment shall be selected in addition to noise insulation and reduction measures. The noise finally emitted shall meet standards of Category 3 set forth in Emission Standard for Industrial Enterprises Noise At Boundary (GB12348-2008).
4. Solid waste
Domestic waste produced in the project and other general solid waste shall be collected and transported collectively by the sanitation department. Hazardous waste shall be handled by eligible organizations. As the solid waste produced by the project will be properly handled, it will not pollute the surroundings.
5. Environmental risks
The proposed project site is located in Shaowu Jintang Industrial Park. As HCl, acetone, DMF, ethyl acetate, methanol, ethyl alcohol, acetonitrile, isopropyl acetate, dichloromethane, n-butyl ether and other hazardous chemicals are used in the production of this project, fire, explosion and poisoning may happen during the production and storage. Although the occurrence probability of these risk events is low, surroundings, persons and properties may be affected once the accident happens. Therefore, the project construction is feasible on the basis of risk analysis only if the construction company has a high risk awareness, and is able to implement overall and strict measures in construction and management to prevent accidents, establish emergency measures in case of occurrence of any accident and guarantee the work safety and environmental protection.
III. Key points of conclusion in environmental impact assessment report
The API international Industrialization Project of Fujian Cosunter Jintang Pharmaceutical Co., Ltd. is located in Jintang Industrial Park, Shaowu. The project conforms to national industrial policy and clean production requirements and is technically feasible; it is analyzed from perspective of environmental protection that the project is feasible on the premises of implementation of environmental protection measures required in the assessment, strict enforcement of system of “synchronous design, construction and operation” of pollution control facilities and intensified environmental management.
